In June 2023, based on the appeal of suppliers and contractors operating in the construction industry, a working meeting was organized with the Minister of Finance of the Kyrgyz Republic A. Baketayev. Following the results of the working meeting, it was decided to create a working group consisting of suppliers, manufacturers and authorized banks, relevant government agencies, in order to improve, facilitate and perfect individual stages of the implementation of contract banking support. Based on the decision taken, the Ministry of Finance of the Kyrgyz Republic prepared an order to create a working group to improve the contract banking support (CBS) project in the field of procurement in the Kyrgyz Republic.
The main goal of the created working group is to hear the opinions of the participants in the contract banking support, collect suggestions and comments, as well as carry out specific activities to improve the contract banking support project. As of September 11, 2023, 5 meetings of the working group were held. Based on the results of the meetings of the working group, draft decisions of the Cabinet of Ministers of the Kyrgyz Republic were prepared and sent for approval, in particular: – a draft order of the Cabinet of Ministers of the Kyrgyz Republic on amending the order of the Cabinet of Ministers of the Kyrgyz Republic dated February 10, 2023 No. 41-r, developed in order to develop targeted transfers for the development of the city of Jalal-Abad outside the BSC regime; – a draft resolution of the Cabinet of Ministers of the Kyrgyz Republic on amending the resolution of the Cabinet of Ministers of the Kyrgyz Republic “On the implementation of banking support for a contract in the field of public procurement” dated September 27, 2022 No. 522, this draft resolution was developed in accordance with the Law of the Kyrgyz Republic “On Public Procurement”, in order to improve the management of public finances in terms of enabling the Cabinet of Ministers of the Kyrgyz Republic to make decisions on the use of public procurement outside the BSC.
