It is unknown how the marking of fuels and lubricants can affect people, businesses and the environment of Kyrgyzstan, so oil traders are asking the authorities to postpone its implementation. This was reported to Vesti.kg by the head of the Association of Oil Traders of the Kyrgyz Republic Kanat Eshatov.
“For this reason, we appealed to the public and presented our arguments in favor of postponing the introduction of the marking of fuels and lubricants. We ask to postpone its implementation for 1-2 years. During this time, we would like to conduct a pilot project, create a working group. In order to eliminate possible risks, get answers. And after that, finalize the proposed regulation,” he said.
Kanat Eshatov assesses the intentions to implement the marking of fuels and lubricants positively.
“I understand why this is being done. To eliminate smuggling, reduce the shadow component of the market in this business. The marked product will be visible, as will tax revenues. Fair competition among traders will develop. We are interested in practical issues. It is important that there is safety in using the marking. In relation to citizens, the nature of Kyrgyzstan. At the molecular level, this mark penetrates hydrocarbons, so we must know about the consequences if it gets on a person or into nature. Since we have no answers yet,” he noted.
The head of the Association also pointed out that oil traders have already established business processes, and entrepreneurs are concerned that their activities will not suffer.
“Hence, our interest is in understanding how long the marking will take, what its cost is. Therefore, we would like to first conduct a pilot project. This way, the risks for business will be minimized, so that it does not suffer. Therefore, we contacted the Antimonopoly Service and other authorities so that they take our wishes into account,” concluded Kanat Eshatov.
Recall that earlier, entrepreneurs warned that the introduction of marking of fuels and lubricants could affect sellers and buyers, including by increasing the price of petroleum products.
The Tax Service commented on the introduction of fuel and lubricants labeling – its use will not entail the creation of new taxes.
